When I had turned them off once a while ago (since turned them back on, though) it kept doing them until I restarted my tablet. So try restarting your device, and see if that helps.

Make sure you turned them off both in the options AND in the device's app settings (in Android, it's under Settings>Apps>Tapped Out>Show Notifications (uncheck it).

Dunno about iOS, but it should be something similar.
