Have you check your store menu? Perhaps it's in the "New!" sub menu.

I didn't get it immediately after upgrading either. I had a random task I had to clear first before Gil's dialogue started.

it finaly appered today also no it wasent showing in the "new" menu on the plus side for some reason when i got it there were 2 gils in my town and now one seems to be pernamantly in my town, also like oever half my neighbors also seem to have gil stuck in there town now.
