After you finished catching three criminals you can still tap them, but they will just stand still for a second and nothing else will happen.
Wrong.
You must have already done your regular Friend Actions for today. The criminals count as your regular Friend Actions - you get Rods and cash for the first 20(?) then just cash for the rest.
But but.... That's exactly what I wrote :-( either my English is so bad that I can't even write simple sentences or you just didn't read properly.
Ah! I misunderstood what you were saying. And actually, your paragraph was poorly constructed... (Yes, at one point I had decided to be an English teacher...)
After you finished catching three criminals you can still tap them, but they will just stand still for a second and nothing else will happen.
The above was irrelevant information as pertaining to the original question. I thought you meant that as you proceeded through your friends town that tapping the criminals was having no result.

Okay! ;-)
Oh and by the way. This event is awesome! I like how the quest progresses with the different phases. Makes it a lot more exciting!
So let me get this straight- they gave us a single currency, collecting from every neighbor, additional currency from normal neighbor taps, ability to collect money from your own buildings instead of leaving them for neighbors to tap, characters that people wanted for years, skins that people wanted for years, buildings and playable characters as prizes for earning event currency, and bonus donuts for finishing the phase early?
Basically everything we wanted from events, minus the stuff we didn't like such as limited time tasks, riddle solving, playing all day to get in the tasks before a timer expired, and random prizes...
WHAT IS NOT TO LIKE!
And as a comic book lover I too am disappointed that there is a severe lack of female superheroes and villains in the game. They have gone hand in hand with male superheroes since the start and one of the oldest continuously produced comics is none other than Wonder Woman. Granted some of the female supervillains are lame and underpowered but still would be nice to have at least one female supervillain 8)
I have a few questions
4. What are the spawn rates and Max amounts for the criminals?
6. Is there an in game notification when I have collected all criminals?
7. What is the percentage chance of getting arbitrarim from criminals?
This is what I'm searching for- is there any way that I can know when I've gotten all the criminals? Either by notification or counting?

There doesn't seem to be a notification when all the criminals are gone, unfortunately.

Someone correct my math here...your first 30 neighbors produce both money/XP/Donuts and rods. That's 3 taps per neighbor for 90 taps. At 3 rods per criminal that's 270 rods from criminals in neighboring towns. Then you add the 300 rods per day from neighbors' buildings. That should bring the total up to 570 per day from neighbor visits...
so it's 570 per day, plus whatever you earn from your daily bonus and whatever you earn from tapping criminals and signals in your own town.

You know when you've collected all the criminals when the burglar alarm stops going off for more than 30 seconds...
I actually opened a case with Customer Support about it. That's what they said.
I am so excited for the Superheroes event update because it has been requested by many of us and it is something different and brand new. I really like how they represent this update in a comic book format.
I have finished the quest line in issue one and I have unlocked the Pie Man costume for Homer. I do like his task where he threw pies at Springfielders. I have built the Superior Squad HQ and unlocked Fallout Boy in the process.

Plus I was really, really, really tired...
