Levelling up the building gives you a larger payout only from the building itself, I'm currently at level 8 with the building and it now pays out 105 rods if memory serves.

It does indeed increase your radius, handy to have when visiting neighbors. One tap- 3 criminals if they are spaced right.

Yes you are right! At level 11 I can see the ripple when I tap in my town and others!
