No you can't skip, you need the Krusty costume for the questline. Just gather those remaining rods as soon as possible and you can continue.

Clownface is needed for plopper the sequel (aka issue 2). Either collect the rods or sadly spend the donuts.

If it helps im almost at 7k pies with no spent donuts. Youll still have time to finish operation 2 before Chapter 3 starts.
