Why Neighbor's criminals don't drop pies?

There's a limit of pies from only the first 90 thieves or thieves from the first 30 neighbors you visit in a 24 hour period.

Try another match and see if it still isn't giving any up?

I just got through making my rounds and everything seems to be working fine……...
