Missing my dossier prizes from the situation room. I never received the G.H.O.S.T. enforcer. The character box popped up to show that I received it, but where is he?
He is a NPC. He is probably walking around your town somewhere. Since he doesn't have any tasks, you can't use the town hall. You just have to look around your town to find him.

It is from THOH 2016 when it was craftable. This is from TSTOADDICTS written about it during the event - Unique: Yes, only 1 per Springfield

I love watching basketball but these prizes are nothing. Most are premium.
The stadium doesn't look very distinct. It could be anything and the half court should have been a full length court. We got a full football field.
