Cecil becomes an NPC wandering around in your town after you complete Cecil's Redemption. You'll only be sent to him when the next set of daily tasks are available.

To earn more fertilizer you need to send characters to Monsarno to earn it. At level 1 in Monsarno you should be able to send all Dimwits (Barbarian, Barney, Chester Dupree, Cletus, Dr. Nick, Duffman, Grampa, Homer, Lenny, Otto, Ralph, Sea Captian, Wiggum, Wolf Castle) to earn fertilizer 8hrs, 9 each. At level 2 you should also send Gluttons to earn corn (Barney, Comic Book Guy, Homer, Quimby, Space Mutant, Wiggum)

No problem, cheers to you as well and happy tapping. Yes, after level 3, Lisa will get Chaos She-ory Pt. 1, once complete you'll get mutants to tap in your town and Chaos She-ory Pt. 2 will let you send seeds to neighbours.
