This is my answer too, I just have every possible person except still cycling 1 kid out to get their Halloween costume.

Currently I'm gathering info on who collects what and what is needed to craft all items, trying to determine a strategy to achieve this.

This is why I know I have 62 characters able to collect one or more resource and most of the time the building is packed.
