The point is you can place two tiles on water, but you can't post one that connects directly to land, unless it's a piece connecting in some way to the Squidport Entrance.

I am thinking about maybe placing a dock tile next to an island to make it kind of connected to the land. But I don't have the cash at the moment to try out that idea.

The building on the dock looks cool! I like how you've placed the building to obscure that the dock doesn't actually connect to land in the back.
However, I was getting more at a swimming dock or a boat launching dock for Mr. Burns. Has anyone done this? I know it's hard because dock tiles cannot touch land, so it looks weird trying to build something.
Is that the ghost ship? That or the other hovering features might work to obscure the land dis-connection.
The Mayflower is an actual ship in the water, not the hovering one. It used to be permanent, now it appears to be limited time (Thanksgiving). Edit: Nope, I'm wrong. It's still available for 100 donuts.

I don't think Mr Burns would have a Green Peace boat on his dock...unless I could show him impounding it somehow.
