Squidport quest chain not progressing

Here is the next part of the quests after Frying Dutchman:
22a. Have Boardwalk section x17 ( Sea Captain triggers) ( Squidport Pt. 12)
22b. Build a fried dough stand ($945) ( Sea Captain triggers) ( Squidport Pt. 12)

You may need to wait until you've built enough tiles. If you have and Sea Captain is free, try storing him to trigger the quest (think he stores when you store the houseboat).

Thanks. Be cause it wasn't triggering I sent Sea Capt on a quest. When it completes ill see if it triggers, if not ill try storing him to see if that works.
