Now that you mention it, when the dialogue came up about buying that building it did say something about putting it by the sea, so maybe it's not a glitch?

Edit: Actually looking at it, it seems like you might have some bushes in the way?

It probably can't be placed on concrete. That's my only guess. Looks like you don't have any decorations in the way.

You have to place it on a clear section of the beach in Springfield, just overlapping the water. (It won't let you place it in SH). Hope that helps!

Looks like there is a small bush in the way. Move everything away.

It can only be placed by the ocean. Your going to have to clear a little land above the ocean area to place the building. The animation has garbage being dumped into the ocean.

Thanks for the replys. There was a bush in the way and it does need to be on the coast. He's a pic of it placed (in a hurry). I plan to move it.
