I'm guessing the plastic will be mined from the Garbage Dump, although I wonder if it will require the same (or different) characters?
The only characters that can recycle multiple types (metal, plastic, glass) are Jesse Grass (can do all 3 + trash) and the Hippie (Act 2, Prize 10 - can do all 3 recycles, not trash).
All other characters, if they DO have a second task, will only have a recycle type + trash. That goes for all 3 Recycle Depots.
Plastic Depot characters: (spoilers below - highlight to read) *Cletus (also has trash)
*Comic Book Guy
*Martin
*Milhouse (also has trash)
*Skinner
*Hippie (when you unlock him in Act 2 - also has metal & glass)
Premiums:
*Uter (also has trash)
*Jesse Grass (also has trash, metal & glass)
All payouts are the same as for metal (i.e. 10 for standard characters including Hippie. 15 for premium characters)

Some same, some new I'm assuming
