Maximum number of possums?

Someone posted at the end of act 1 that they were stopped after releasing three sets of 11 from two stations I think, I want to say they said 66 possums is all they could have at a time.

I just had this happened by accident the other day, i couldn't release any more opossums. when i clicked the grouping that was out there were only 40 of them, as my total went up by only 400 duct tapes.

I wonder if max possums in town goes up as possum per station goes go up?
I'm up to 14 a station.
