I think you have to be quest level 33 to buy training walls. I assume you mean that you are at XP level 35. So the training walls may not be in your menu or may be greyed out. If so you have two choices, wait until you get the ability to buy training walls, or go tap SideShow Bob in Other Springfield over and over and over. Really tedious on that last, but it does raise Righteousness.
Training walls, if you can get them, are, as Barry said, the best solution.
Thanks for the help! I'm only quest level 28/29ish (just started building Skinner's Mom's house) but training walls are available to me and I'll start hiding those where I can. Just surprised and find it kind of strange that I went straight from 5 stars to a half star so quickly
I don't mind if I get graffiti, but if they do it again, I'm going to make a point of sending graffiti back every visit, and I will not stop. If you give it, expect it back, and may you need to buy lots of training walls to keep your 5 stars..../

Guess it's time to hide a few more training walls behind buildings to get the level 5 stars back.
Happens all the time without training walls. Righteousness is a very unpredictable score.
