I had a similar experience to yourself, job manager said that I had zero people for jobs but probably still had a third of my Springfielders left unasked and had to manually assign them a task, oh and none of them had a highlighted job waiting to be done.

You are not doing anything wrong.

Some characters are not sent because they might be needed for other tasks. They seem to be exempted if they could be involved in a quest (even if they already did their part), work in SH, or work in recycling. But it does not seem consistent in this. And some characters are exempted for reasons I cannot understand. It's a new set of features and probably has bugs to work out.

That makes sense, I realize now pretty much everyone is wanted for a Don Vittorio (sp?) task. I went to krustyland so many times to try to sync it up lol

I just popped back and double checked.... JM says 0 available. Town census tells me 30 characters (including all the simpsons, apu, and many other early appearing characters) are waiting for something to do..... I forget to check if jm has charged me correctly. I hope this is just teething problems.....its a great feature coupled with IRS. I cant see me needing more than lvl 4, it seems ample for me.

Thanks Neg, that would make sense. Maybe EA could actually explain it in-game since for every forum reg there will be hundreds of other players!

By the way, if you havent upgraded IRSyet, it costs 700K to get to level 4 and it is plenty big enough I reckon.

Thought that there must be some reason for them not being sent to a job, thanks for the heads up, had already got all my characters that can recycle or create metal, glass and tin in those jobs already so guess like you said must be something to do with the heights or just a few bugs yet to be ironed out, it would be nice of EA to explain how to job manager works but I don't have much hope as they aren't exactly forthcoming with information about these things, all being well LPN (superstas)will work out how it works and post it for us all to see.

That answers the question I came here for. I was going to reset mine but the JM showed very few available. I have Vittorio's heist quest going so I went back and checked and just about everybody has that.

So I guess anybody with a high-lighted task won't be counted as available?

uh yeah about that... ehm uh ah ehm EA used confusion it's supereffective

anyway this is how it appears with everyone free, all buildings owned, all characters owned, and no quest showing (except Willie's random quest)

All the more confusing. If they just released tasks so all characters have those task lengths, why are the number of people available for each job length different?

I sent all with JM including some SH and rail yard that weren't tasked (so those have to finish before I can use them :? ) nobody's on the waiting to something list.

cause not all characters have all time slots

Really? That seems unlikely. Since they added all the new tasks, I have yet to find a taskable character that doesn't have a 1, 4, 8, 12, and 24 hour task. The only exceptions are people that require premium buildings (or particular decorations) for a task. Even that shouldn't justify a drop from 109 1-hour tasks to 56 24-hour tasks.

Seems more likely to me that something isn't working right.

I just put all my non SH/recycling/active quest characters on 12 hr task for the night. The send all option was going to send 34 characters, so I did manually and sent 70 +/- a few on tasks.

They do have all time slots, you are missing required decorations or buildings. The task doesn't show "locked" for some tasks depending on the availability.

I set all on 12s today. It did NOT send Zutroy or Alien 51. Zutroy since I was missing large hedge (shown at bottom), Alien 51 showed no 12 hour task. Bringing out the Stonecutter table - activated this "secret 12 hour task". (it was in storage from my nuke a several months ago and never brought it back out)

It also didn't send Stampy, that was a research item to see if they missed his solo 12 or it's something not out in my town.

LOT of bugs to work out. It only sends about half of my people available.
It hasn't even been 24 hours yet since it was released though. Give it some time.

After clearing my town this morning, everyone (everyone!) was "waiting for something to do" ...
After clearing my town this morning, my task book was -- literally -- empty. Like, the number "0" (Get Guiness)
After clearing my town this morning, the whatchamacallit buildings in SH (Stor, Pharmaceutical, etc.) all had available tasks.

I wanted to send my characters on 4-hour jobs,

My Job Manager offered me 76 spots for 4-hour jobs. I assigned those. (The results showed that whether or not a character had a SH job didn't matter -- see below)
My Job Manager then offered me 42 spots for 1-hour jobs. I assigned those. (Same result regarding SH jobs)
My Job Manager THEN offered me "no jobs available" for 8-hours, 12-hours and 24-hours jobs

I assigned the remaining, available Springfield Heights workers -- Grampa, Snake, Bumblebee Man, Brockman, Dr. Hibbert

The remaining 25 characters still Unassigned by Job Manager were:
    Fat Tony
    Rod
    Todd
    Shauna
    Dolph
    Barney
    Kirk
    Lampwick
    Kang
    Gino Terwilliger
    Laura Powers
    Duffman
    Dr. Nick
    Jessica Lovejoy
    Uter
    Luigi
    Ned
    Miss Krabappel
    Database
    Matt Groening
    Miss Hoover
    Janey
    Jimbo
    Michael D'Amico
    Greta Wolfcastle

    So:

It DEFINITELY does not matter whether a character has a task of that length.

It does not matter what level the character was released:
Michael D'Amico and Homer were assigned. Grampa, Ned were not.

It does not matter whether or not a character is premium:
Shauna, Miss Springfield was assigned. Dr. Nick and was not.

It does not matter whether a character is freemium:
Helen Lovejoy was assigned ... Fat Tony was not.

It does not matter whether or not a character has tasks available in SH:
Reverend Lovejoy was assigned by Job Manager; Luigi was not.

This is unrelated to whether or not tasks in the recycle centers are still available.
Jesse and Hippie were assigned; Uter was not.

NOTE: All of my limited-time characters were assigned. I don't know if it's coincidence this time.

So what the heck order are these 'send all' tasks assigned?

Wow. Not really sure what to suggest other than re-start, re-install, etc.

Mine seems to be working exactly as it should - nobody left behind, all assigned to the proper tasks as long as they are wearing the right skin.

If all else fails, talk to EA, because this is clearly not how it is supposed to be working.

Me thinks it's a difference of devices right now. Job manager works for me, and I have every character in the game except Texan's Daughter.

Could be. I'm on iOS and it's working fine for me.
