Nope.... you would need the stations to come back and have the rail yard unlocked for you to do this.

At the moment I'm sorry to say that there is no way for you to build the monorail for the reasons posted by the person above, all you can hope for is that at some point in the future they decide to re release the monorail for future players so that they can have it as well.
