To answer your questions:
1. I dont know, hope they do, cause i really want Radioactive man (i joined around Juneish...)
2. Monorail Event, you JUST BARELY missed it, to bad too, if you completed act 3 you were given a railyard with Sebastian Cobb, it allowed you to make monorail tracks there is a weekly limit that resets, if you craft all the tracks for the week you get 5 donuts (so basically you can earn 5 donuts a week, truly godsend to both freemium and premium players alike) Also Lyle Lanley was a temporary character.
3.Correction, it was a Tapball event, it came along with the Duff Beer Krusty Burger Buzz Cola Costington's Department Store Kwik-E-Mart Stupid Flanders Park, tapball is a game where the object is to do stuff that makes no sense but isnt complete nonsense?
I forgot all i remember was Springy the Npc from the event also the Softball Coach skin for Mr. Burns
4. Ehh cant say, mainly cause i dont know, there was tennis court crafting but i was very busy at work so i wasnt able to craft any, (seriously people need to learn the first rule of Fight Club)
5. Well the 4th of july had Nixon, currently though....Herb Powell? Would be my recommendation. or the Maison Derriere
6.Whenever you go to a friends town and there characters do indoor tasks they will be randomly assigned some outdoor task (i dont know why), there are actually costumes this year (i beleive those were temporary costumes that appeared while trick or treating or something i wouldnt know) some are donuts , one might be available in act II

1. Do you think any of that stuff (superhero) will be available for donuts at the end of the year?
Hope springs eternal on most...but I think sideshow bob is available for donuts (monsarno)
2. Was that a limited time event or is it level based? I was max level when I left (49) and now I'm 53 (out of 58?)
Superhero, tapball, monsarno and monorail were all events. More monorail can be built but requires the rail yard (which also delivers 5 donuts a week) was acquired for te event...but I find it are to believe it will always be that way. Springfield heights was released and felt like an event but I guess isn't...krustyland II?
3. I see some cool soccer type fields and read a little about some kind of world cup update? What was that based on? Cuz the world cup is like 2 years away...
It was fun...you could challenge your neighbors to play ball...balls and their double entendre were dropped everywhere! That thread might be worth finding if you like silly juevinille fun...(and put on the best thread thread)
That came with a gold skin that has since matched Springfield heights.
Fun skins like bowling Apu. Lots of good stuff if you like designing stuff.
4. What has been your favorite new thing since I've been gone? I'm really liking the red blazer realty things so far! Its going to be (and currently is) a major time suck for me haha! Lots of new land!
So...I'm not sure which event I like best...they were bang bang bang so I may have tappers fatigue (still waiting to see if its chronic) but prognosis looks good. ^_^
Along with new land...things to be aware of may be (but not limited to):
IRS building
Unemployment building
Tennis courts (*cough cough* I don't know if it is still noteworthy but me loves 'em)
Burn's money pit
Oh yea and you can get multiple pools now
I am just not savvy enough to discuss it.

5. Anything highly recommended for me to check out on the premium side of things? I have a bunch of donuts burning a hole in my pocket!

6. Random question about the halloween update: I see last years costumes in some other towns on the kids walking around? Is that something I open up as I get farther into the storyline?
They were on sale earlier ths year and smart people bought them. I was not one of those people.

Another thing you missed was Tennis-Court-A-Palooza!
You might visit neighbors and see DOZENS of those premium tennis courts, you know the ones that give the 2.25% multiplier.
There was a window late in the Springfield Heights events where the tennis courts were unlocked as a craftable item (or I should say purchasable with oscars), and people went crazy trying to craft as many of them as possible since they only way you typically can get a multiplier item is to spend doughnuts, thus Tennis court farms!
they have since removed the tennis courts from the list of Buy-able/Craft-able items...
If the Nightmare Pile is back as a premium item definitly get it. It lets your Springfield children go trick or treating anytime.

I see most of your questions have been answered but here's a few more tidbits:
Regarding question 3, the tap ball event was loosely (very loosely) based on the soccer Women's World Cup. The cool items released with it were sports-related but most people remember it for a glitch with bonus doughnuts.
And for question 5, Belle and the Maison Derri?re has a two part section to the quest line for men to check out the Maison Derri?re or something. You can stall it by not completing the second part and have a perpetual premium task for your characters. That's the only trick to the new premiums. Otherwise I'd say buy the ones you're interested in.
Things to note from the past few months:
Along with the new land there's been an increase in Squidport tiles available (I think 50 more).
Sideshow Bob is available as a playable character through a quest line for those who didn't get him during the Terwillegar's event. Something about capturing him in Other Springfield.
Springfield Heights is permanent, and a building released in the latest level (the country club) needs yoga mats to buy so don't ignore it completely.
Springfield Heights buildings add a hidden multiplier to xp collection (it doesn't affect money and doesn't show up in your conform-o-meter %). But basically, if you have all 10 of each of the 5 buildings out in your town you get an extra 150% xp. No one I know has the space for them though and they are huge when upgraded.
You don't have to do the Money Mountain quest or the IRS upgrades unless you've got money to spare. They don't hold anything up if they're not completed.
Oh, and most playable characters (animals included) got individual 1-, 4-, 8-, 12-, and 24-hour tasks with the job manager at the unemployment office (disabled for the event) so check any characters you may have stored 'cause they didn't have tasks that fit your schedule.
That's it for stuff that's still around
