do you have the rail yard? and the recycling centers?
you send people to recycle materials, you trade the materials for tracks at the rail yard. i've made 15 tracks every week since the monorail event. plus 5 donuts.

if you don't have those buildings, forget about it.

p.s. did you search google? you'll get info posted here as well as the tsto wikia. i recommend that if you cant find things here yourself.

I started the Monorail event, but had to send my iPad off for repair and didn't get too far... I have a couple of stations and about 5 pieces of track, but nothing else.

I take it that the Rail Yard was a limited time item and cannot be obtained now if you want to build more track?

correct... the rail yard was the last prize in the final act, and you can't build track without it.
