(Blue) Baubles are collected from tapping MerryMakers in your SF & in Neighbors.

(Green) Bows are collected from Presents, both received & sent (once they've been opened).

FYI everyone- the bauble system did not change from act 1.

Yep, i made an error, it's the bows i struggle with- it seems eay too slow to earn them

Yeah. You get the bows from dropping and receiving presents in other peoples towns.
If you are accepting or giving a present with a neighbor, always pick nice.
If you have a feeder town (a second account on which you play), then its ok to pick naughty if you so choose to.

Have many have you earned?

I currently have 787.
I previously used a bunch to craft the Ski Chalet (and the igloo and the trees?).

I rarely have any neighbors that drop gifts for me.
But I drop 5 gifts everyday and most fetch me 15 bows per gift.

I still need 300 or so bows for Efcot Center. I think I'll easily get it (especially since several of the weekly challenge tasks give lots of bows).
