The tasks you still have to do are in the taskbook. Left side if the screen. All tasks will eventually unlock. Just keep doing what you are doing and you will eventually unlock what you need. Just be patient.

Also if you check buildings that may need to be unlocked either that have or don't have characters I believe to then
Allow for another task to trigger. I believe the buildings will be hi-lighted the color YELLOW

I still need to catch up on some quests also. Wondering when the next level update will be.
