Usually that quest requires a river to complete it, but I presume you have one if you can actually do the quest.
Alternatively you could try storing all the characters and buildings associated with the quest, that may also trigger it.

Oh, and just now, I tried storing all three characters and then taking them out of storage. It did not change anything.
Look at my screencapture. My bug is different from other people's, because it's not that the task never triggers. The task is on my list, there is just literally no blue button that says "Start" next to 0/1. Never seen anyone have this complaint before.
There are only 2 other ideas that I had to fix it, one is to uninstall and reinstall the game, and the other is to contact EA to see if they can fix it for you.
