I agree that it really shouldn't be necessary to have to go into edit mode, but to find some in my towns it was definitely needed, time to play spot-the-fires:

I've been using edit mode to find fires in my town but I was puzzled why certain walls and the monorail stations were always opaque. I only just realized that they added more categories of stuff you can "turn off" including just monorail stuff. I really had no idea they were more than four categories in the edit mode.
I agree that it's frustrating, but I just go into edit mode to look for the fires now instead of searching for them. It's way easier that way. I'm almost done now anyway...
