Same here. ios 9.3.1, iPad Air, 100GB available, in the UK.

Have the new splash screen, lost the bridges over water, boardwalk character is roaming in the town, no new task/character icon or menu changes as far as I can see, no change to Daily Challenge menu.

My iPad and iPhone won't start it either. Plus the character locator has stopped working, when I tap on it it sticks with the first character!

Mine, too. Seems to be a common bug. Let's wait until tomorrow and hope for a fix.

Sorry to you all hopefully, they will fix the issue real soon.

I am also using an iPad Air 2 with iOS 9.3.1 and it is working fine for me. Are you all in the UK? I'm in the US, don't know if it is only a UK issue?

Download just went through and event has finally triggered in my town. Didn't do anything special. Hopefully it's fixed for everyone now

Fixed and works fine, download started this morning (20.04.2016).
Apparently, EA delayed the ingame update.
