They arent in the event items..not sure why...you should find them in the decorations section.

Dirt roads? when did they add dirt roads?


Just kidding. No they are not limited time. Tap on the yellow multi-arrow button (lower right-hand corner). Then, don't tap the inventory box, instead scroll down on the vertical menu on the left-hand side (where the task book usually is). You will find the dirt roads and dirt below the regular roads, water, pier tiles, etc.
