It was only 40K to upgrade so those of us bought a day of the xp collider and then bought bloodmobiles or rat trap trucks to get lots of Xp to level up many times.
i leveled up to the maximum of 939 and opened many bonus boxes after that.
my game crashed a couple times but forcing closed the app and opening it again worked fine.
when i was at the bonus boxes i just bought one bloodmobile at a time
I'm at about level 118 with no problems (fingers crossed). I sped things up for a while yesterday (about a half dozen bloodmobiles) but became bored so I stopped. Each round of collections was getting me two or three levels. After the patch I now need 500,000 to level up, but I think that's only a day's worth of XP (with the collider running).
At any rate, I stopped leveling up fast before level 100, although I did get several levels while the XP required was 40,000.
I've been playing since October 2012, so I've got an old town.
However...I'm wondering if many of the problems have to do with the device rather than anything else. If there is limited memory available, perhaps the app in running into issues of space. (?)
I think the odds are good that your town wont catch the lock-out bug now. That's just my gut-feel based on the patch that was rushed out yesterday evening.
Fixing the towns that were hit before the patch might be another matter though. The situation suggests they know what caused the problem but mending the broken towns is another matter.
I'm currently level 755. I started the XP collider, and built a Rat Traps/ Blood Mobiles in batches of 5-10. I started to build the Googleplex but sold it back when reports of the bug hit.
I bought no bloodmobiles no rat traps, did nothing with my XP collider and have a ton of memory. Still got locked out yesterday MORNING. Have been playing since 2012 so believe some random thing triggered it - in my two towns. Just going to be patient now.
No problem for me. But I'm still waiting for The Googleplex to finish building. Think I'll take it slow until everyone is back in and the glitch is definitely fixed.

Hey, Maxx. Did you get the Homerlayas, and the upgrades as you went along? I'd go look at your town, but can't get into mine to come visit you.
The walkthrough for the Googleplex shows the Homerlayas awarded at Card Handy Part 8,
and then has a bunch of "Milestone" levels that upgrade it one-character-at-a-time as we reach those levels. I wonder what will happen to those of us who blew past those target levels (138, 200, 223, 419, and 742) WITHOUT completing Card Handy Pt. 8 ... maybe once I get to that step in the questline, it will backload the Homerlayas stuff?
Bet EA never expected people to get to level 939 before finishing Hand Candy 8, right? (Shows how much they know about us forumites.)
I'm about to take one for the team: I'll click on the finished GOOGOLPLEX and see what happens.
EDIT: Completed the building, leveled up (twice), went to KL and back. Laggy, but otherwise ok. I have had the XP Collider running since right after I got the level update and was playing pretty much as normal. After the first rat trap truck placement nearly froze my game (I had dropped probably 50 trucks thinking that it would take that many to earn back the 5 donuts I invested!), I cut back on the XP grubbing to check the forums. Then went back to XP grinding until I had to go back to work in the real world. I am at level 939.
I did not send Marge on her first Level 60 task because she's been busy overreacting at the Saloon, and so the Wise Guy quest line hasn't triggered.
Yeah I'm good too. I got to level 939 and then bought more 100 bloodmobiles without a problem. I didn't risk rushing the Googleplex though.
Sometimes these lockout issue can be related to device memory and other factors. I'd say if you have an older device and have a history if other bugs your risks are probably higher. I'm on an Galaxy S5 which is kinda old now but I generally don't have any problems so I felt it was worth taking the chance.

It's not device-related, at least not for me. I got locked out of one town on my old iPad, and then couldn't get into the game at all on that iPad, so couldn't log out of that town.
Then switched to my android and tried my other towns, and in one of those, I got locked out and couldn't get back into the game on THAT device anymore.
Then switched to my SON'S android and tried my OTHER towns, and that one still works okay. Haven't used that device to try to get into either of the broken towns, because I'm afraid that device will lock out as well.
On the other hand, I suppose I could try getting into one of the locked towns using my husband's new iPad. If I get locked out of the whole game on THAT device it won't matter, since he usually has that device in his grip every waking hour.
