I would contact them about this. I have filled it 3 times since the patch because I am running the xp collider for the next few days. Each time the bonus donut screen popped up.
Is anyone else stuck at Level 939 and getting no additional bonuts afterwards? I have reached level 939 and have maxed out the gauge a couple of times but nothing happens.
I heard the old 1-3 bonut process was supposed to occur after reaching this, but nothing happens for me.

Yep, my multiplier is 791.3, coupled with the generator nets 608,715 XP per bloodmobile. I have only bought two though (in my main town) that took me from 60 to 71.
Don't forget the hidden 153% XP form the Springfield Heights buildings.

I am at level 939, the XP bar is set to 1 million. When you get 1 million XP, you should get the bonuts game where you can pick a box for a chance at 3 donuts. You will need 50,000 cash to pick each additional box if you don't want 1 or 2 donuts.

I spent 100 million on rat trap trucks and only got 400 levels with the xp collider activated for 1 day.
