I've seen no pattern to the randomness of foes ill have to fight in neighbor towns, but i have seen several different options, so i just skip to another town until I see a gang worth fighting.

If you don't have enough options, go to the add-me thread and get more neighbors!

Only fight fights that will give you the results you want! (Whether it's a win strategy or a lose strategy, both of which seem popular this time around)
