I really like Crazy Cat Lady's visual tasks so I say her, or Apu's Apartment since Manjula and Apu have some great quests together.

The Cracker Factory opens up a ton of stuff including the whole Fleet-a-pita quest line.

Thanks to folks who voted. You performed your civic duty!
It seems like Cracker Factory has the plurality. I guess because of the quest line it opens up, so I'll go with that. It will work well in an industrial area of Heights I put together.
Plus another way to make Kirk miserable, I'm guessing.
