anyone else having this problem ?

Do you have lots of roads? If not they may gravitate to your boardwalk, especially if you have a huge boardwalk.
The street sweeper has had that issue since the wild west update.

I had a few neighbours who had practically no roads and it looked like all their characters were on the boardwalk.
My NPCs rarely go there, but then I have plenty of roads. Stampy (if he's not on task with Bart) likes my western town with dirt roads, I can't say I mind that too much...after all he is an elephant

I have one main road that connects throughout my Springfield... granted its not THAT big as most others but it has never been a problem before the newest sci fi update.

I might also mention that my road connects to the boardwalk.. maybe this has something to do with it as i see alot of you gus who are on my friends list do not ?

If they're all going on your boardwalk and you don't want them to, just try removing the bit of the road that connects to the boardwalk and see if that works. If not, try adding more roads so your characters have more places to go.

As for the Street Cleaner, that's a bug and it will always be sweeping those dusty roads!
