Why do I sometimes only have 2 monsters to fight?

It's a little late in the event to ask, but why do I sometimes only have 2 monsters to fight, while other times I have 4 or 6? Is it something I'm doing wrong or is it totally random?

It's 2 monsters every 4 hours, if you leave your game overnight for 8 hours you'll have 4, leave in 12 hours there will be 6.
