I have no clue where this came from, but I think it's accurate. Characters must be doing tasks for a building to have the potential for a card. How quickly the cards regenerate is still a mystery to me.
Forgive me if this has been suggested before but I have a theory that the valentines you give in your neighbors town float over the buildings associated with characters and then when you get them it is floating over the character. I had one floating over Krusty when he was walking Mr Teeny earlier today. Then when there are more than one over a building it is because there are multiple characters in that building doing tasks.
I also think a valentine does not regenerate until you receive it.

I think this theory is valid. After each character is sent on a task, there is ONE card that can be clicked by a neighbor while that character's task is active. I'm not sure if this card is located on the building that the character came with, or the building that the task is associated with. If there are 5 people at the Kwik-E Mart at one time, then there will be a possibility of 5 cards that friends can tap in the Kwik-E Mart. The card doesn't regenerate until the user collects the Valentine.
So the best help for friends is to have your characters on long tasks rather than short ones? But only if you log in and collect the cards from when they visit. They have to be on tasks. Mel walking around "deboned" is a task. I've had my Krusty walking his monkey clicked and Smithers whipping it clicked. If the town doesn't have anybody on tasks? Then there are no cards to be clicked (or so I'm noticing).

I rolled the dice on a valentines mystery box and got the love planter - I hope it will count for the quest but probably won't based on previous game mechanics.
It actually does, if you have found out yet. I went a little nuts with the Valentines boxes and got all the decor items, including the train, and they all counted. (Plus enough hearts to build Butterfats. I have a gambling compulsion I guess.) When I tapped "Do it" I was taken directly to the item in my inventory.
Pretty sure reckardtfl has the right idea for where the valentines bob, since Martin and Moe always have one when I check in and they're both on the move. I guess I'll need to shed all the friends who don't regularly visit their towns.

I played with my two towns. I had sent Krusty to the track and mole man to do security earlier. Touched Krusty Burger, the valentine went away. Checked 2nd town on my iPhone track now had a valentine. Exited town and came back, Krusty Burger had another card. Touched and checked, 2nd town now had a card over Krusty Burger as well.
I left the cards alone, and when tasks finished, Krusty and Moleman each had a card following them.
I did not need to complete any quests to get Phineas Q. Butterfat's as soon as I had enough hearts I just purchased it. This was before I completed any tasks.

Unless the characters are wandering around because their owner-player hasn't tapped on their "finished" icon. I was able to collect cards from one of my towns despite the toons' goofing off, apparently because I hadn't officially released them from their tasks. This is so weird. As awesome as Simpsons00001's FAQs are, it's a bit ludicrous that there is no official guide of any kind to keep us from groping around in the dark, such as it were.
