I have no clue where this came from, but I think it's accurate. Characters must be doing tasks for a building to have the potential for a card. How quickly the cards regenerate is still a mystery to me.

Forgive me if this has been suggested before but I have a theory that the valentines you give in your neighbors town float over the buildings associated with characters and then when you get them it is floating over the character. I had one floating over Krusty when he was walking Mr Teeny earlier today. Then when there are more than one over a building it is because there are multiple characters in that building doing tasks.
I also think a valentine does not regenerate until you receive it.

Does this make sense to anyone else?

I've seen cards over the pink and purple houses and there aren't any characters associated with those, are there?

I think this theory is valid. After each character is sent on a task, there is ONE card that can be clicked by a neighbor while that character's task is active. I'm not sure if this card is located on the building that the character came with, or the building that the task is associated with. If there are 5 people at the Kwik-E Mart at one time, then there will be a possibility of 5 cards that friends can tap in the Kwik-E Mart. The card doesn't regenerate until the user collects the Valentine.

Dr. Hibbert has tasks in both, I think.

So the best help for friends is to have your characters on long tasks rather than short ones? But only if you log in and collect the cards from when they visit. I think this may give a better chance of having cards for neighbors when they come calling. The worst situation is having characters that have completed their tasks since then their buildings cannot show a card.

I originally thought that characters needed to be doing a task in the building for it to be available, but then I got a card on Mel while he was walking around with his hair down, and no one else could have caused Krusty-Lu to be active.

I just want to be a good neighbor, because I keep finding lots of handshakes in my town, and want to give people the chance to find hearts when they visit... So everyone's help in understanding this is much appreciated.

    Some observations:

I had three people in the observatory, the same person clicked that object three times.

If I go to somebody's town and there aren't any cards? More than likely that person is going tap happy and isn't leaving any buildings for anybody to click on!

Also seems to matter if the people are doing things or just walking around aimlessly.

It takes 24 hours after the update before people can access your town (some seem to be different but the majority are not)

These are my initial observations that may change in a day or two.

They have to be on tasks. Mel walking around "deboned" is a task. I've had my Krusty walking his monkey clicked and Smithers whipping it clicked. If the town doesn't have anybody on tasks? Then there are no cards to be clicked (or so I'm noticing).

I think a lack of cards means that the person is not tap happy and are most likely away. To get the cards to regenerate, the user must collect the valentine. Until your friend collects the Valentine for a character, that character does not have any more cards associated with them. Basically, the number of potential cards available is equal to the number of characters you own. The faster you collect the valentines, the quicker a person can come in and start the process over.

Collecting taxes from buildings should have no impact on the visiting friends. Collect away from your own buildings!

Between Hibbert and Nick, all houses have tasks.

WooHoo -- Day 5 Mystery Box just paid out 8 Hearts...
Also, I bought the Valentine's Tree for the Quest - Valentine's Goodies Pt. 1.
    Now I have Valentine's Goodies Pt. 2 -- Place a Love Planter

I rolled the dice on a valentines mystery box and got the love planter - I hope it will count for the quest but probably won't based on previous game mechanics.
It actually does, if you have found out yet. I went a little nuts with the Valentines boxes and got all the decor items, including the train, and they all counted. (Plus enough hearts to build Butterfats. I have a gambling compulsion I guess.) When I tapped "Do it" I was taken directly to the item in my inventory.

Pretty sure reckardtfl has the right idea for where the valentines bob, since Martin and Moe always have one when I check in and they're both on the move. I guess I'll need to shed all the friends who don't regularly visit their towns.

Thanks so much for all this info!

For the visiting thing, I think EA is fixing it slowly. For me access to other towns doesn't seem to matter when I added them.

In order for valentines to activate, it appears you need to visit each other. Had several friends I could visit, but no cards. Went back to my town, had a boatload of valentines. Went to the towns of people who gave them, and a few minutes earlier had no valentines, and there they were.

I played with my two towns. I had sent Krusty to the track and mole man to do security earlier. Touched Krusty Burger, the valentine went away. Checked 2nd town on my iPhone track now had a valentine. Exited town and came back, Krusty Burger had another card. Touched and checked, 2nd town now had a card over Krusty Burger as well.

I left the cards alone, and when tasks finished, Krusty and Moleman each had a card following them.

I've got the complete list of all the quests plus Shauna's quest if you want them to post on the front page. :)

I did not need to complete any quests to get Phineas Q. Butterfat's as soon as I had enough hearts I just purchased it. This was before I completed any tasks.

    Also my experience.

Unless the characters are wandering around because their owner-player hasn't tapped on their "finished" icon. I was able to collect cards from one of my towns despite the toons' goofing off, apparently because I hadn't officially released them from their tasks. This is so weird. As awesome as Simpsons00001's FAQs are, it's a bit ludicrous that there is no official guide of any kind to keep us from groping around in the dark, such as it were.

This, as well, has been my experience (with different characters). Every 10 minutes or so, towns previously unavailable to visit become available. If valentines are not present at first, I've found that they are available after friends visit me or even on a subsequent visit 10--20 minutes later (perhaps after they had visited another town & collected valentines?). I check when last they had logged on, and see how the theory that valentines must be collected to appear to new visitors makes sense too.
