Good neighbor - collect valentine's often. Character tasks are irrelevant (I have collected valentines from characters doing tasks, not doing tasks, and completed but not collected tasks).
Yup, it seems the only consistent thing is people need to get in and collect their tasks. Players with more characters and who play often are going to be the most valuable friends to have in this update!

I broke down the math on how often you need to be logging into your town and collecting valentines in another thread:
There are around 30 characters to send valentines to, and each friend sends 3. So you have to collect after every 10 friends visit you. If you have 100 friends, and all of them visit you every day, then you need to collect at least 10x per day.
May I ask a quick question....I have received hearts from friends as their name comes up when you hit your card, but I am still not able to access their towns? I know they have the update because they have gifted me with a card and heart, any ideas??
Those people have not been "Fixed" by origins yet. As soon as origins "Fixes" their accounts you will be able to access their towns.

You can tell the difference between no task and task completed.
No task Skinner/Moe/Wiggum/Mayor result in either spray cans or mops on their buildings when you visit.

I'm don't agree with your deleting because of spray cans/non tasked characters. I cleared my daughters town of all tasks (everyone is milling about) there was still valentines coming in. I have collected on two separate log ins. Also I have seen towns where there are valentines and spray cans. Actually there was a spray can and mayor Quimby was giving a speech in front of the town hall. According to you that shouldn't be possible. I really regret not getting a picture of that, at the time it didn't seem relevant.

and could not find any Valentine's Day cards to click. All
of my characters are on task. I even signed back into my
account to make sure other neighbors hadn't already visited
me.
I'm still not getting when valentines cards will be available. I have been in neighbors towns where all their characters were in the process of doing tasks (you can tell because when a character is done with their task they wander around the town regardless of whether the owner of the town has been back as evidenced when my husbands town has characters who have completed their tasks). There have been a lot of towns I have visited numerous times where there are no valentines available. I want to ensure this doesn't happen when friends visit my town.
When an active character's building's "Valentine Card" is tapped, it goes away until the visited user collects the Valentine on their end. Only then will the "Valentine Card" be available to the next visitor.
To be a good neighbor, collect Valentine's from your characters ASAP. This will allow the next friend that visits to have more opportunities to tap Valentine's Cards in your city.

I would like some clarification, ATM non of my characters are on missions ( I'm just doing the required tasks till completed) and when I visit my SF all of my characters have have V cards ready for collection. Also I've had muti V cards. So my conclusion is it don't matter what your characters are doing. The only thing that matters is the house clock turn around time.
