How do you unlock Ralph

He's not someone you can unlock right now. When the Valentine's update came, some people mistakenly were given a Level 26 update. It was taken away from them soon after, but if they bought any of the characters/decorations, they were able to keep them. A lot of the people who mistakenly got the update haven't been able to play the game since though, so it was good you didn't get it. Everyone else will get the chance to have them eventually.
