I believe Nobert's Plane is the last prize for completing the flight missions in this act. But what about the golden train? Is it a donut purchase? Something given out randomly?
Oh, thank you! I've just been assuming that we were going to get the train instead of the plane the whole time and sort of panicked. :P Looks like I have to hurry up with my quests then.
If you have completed all of Norbert's daily tasks, this was available to me at 2am central time if I rushed today's tasks, which I did. Let's be more careful about calling people cheaters besides it's against Forum rules.

Occasionally you will see odd things in Neighbors towns. Sometimes it could be a game glitch which benefits the player. Sometimes it's just the way the game is programmed on what we see in our neighbors towns. The mega suit was seen for Bart way before it was available for example. In The Crawl To The Finish many of my neighbors kids are out in Halloween costumes even though we don't have any of them yet.

This morning I logged in and it told me all the adventure tasks were finished, though I haven't done any of today's to unlock Norbert. I can still do them, so I hope he unlocks when they finish. Otherwise, this is a big glitch and I will get neither Norbert, his plane, or the golden train.
I'm glad I saw this thread. I was told the same thing so I went back to the game and Norbert was still on the task bar so I was able to start working towards the plane.
