Can you see the Origin logo? If so, click it and check if your friends show up in the list. If they are there, but their towns don't show up, it' a server problem. Just wait it out.
Happened to me this morning. A few hours later it was fixed. I didn't have to do anything. Happens from time to time. Try closing out the app and waiting a few hours. Soiled fix itself (assuming your still logged in and still have your own town)
