Yeah, that part is cool. They're fun to play with but to me they're also invisible decorations that take up piece count I've just got one in the street by my town hall to amuse myself with and the rest went into storage.
They're also placable on boardwalk tiles. I have a bunch there. It just seems kinda cool to know that the hidden part that pops up is technically hiding underwater.

Actually under the boardwalk above the water, barring any waves but I haven't seen any in years.

It does a little. However if you use them at intersections, they are a little more centered.
