What is the Vigilant Town Square supposed to be?

Seriously. It's got roads, but the thing in the middle blocks them. Is it supposed to be part of a park? Or is it a crossroads with a roundabout?

I've used it as a crossroad with a roundabout. Wouldn't give any cars room to negotiate the roundabout tho.....maybe the next event will be **** cars!

I've been playing with it all morning, you can get some varied looks by using water and roads.

There's enough room for a person to walk around it plus there are no cars even allowed on the road.
