I was thinking about this a few weeks ago. I would love to see a status of everyone on that screen. Sometimes I get characters that I miss because they're hiding off in one corner of the town so I'm not able to collect and send them on a new task.
It shouldn't be tied to a building at all. It should be a button. Instead of pulling up the available character tasks it should open a window like the store where you can scroll through your characters and see what they're doing and how long they have left on the task. That way you don't have to remember where you left town hall today (um, by the ocean?) and don't have to keep going back to it for each character.
There is a thread with pix created about that. Maybe with the introduction of it at the Toy Workshop means that it is something that they will incorporate it into Town Hall. Since I'm sure there is a thread about it on the help site, EA maybe already working on the code to have it at Town Hall.
