I'm at the point where I'm about to unfriend people because they've reached the limit for feds in their towns. I get that the feds aren't too easy to find as they're generic black suited guys, but seriously, clear them out!! I don't understand. Do you not want to get extra presents? I just don't understand.
Do you know, geographically, where these people live? I'm in California. Many of my neighbors are in Western Europe. If I do my visits at 9pm my time, they've been asleep for 8 hours already, and I'm competing with everyone between here and there to be one of the seven who can drop Feds before the town is maxed out. Seven. Over the course of eight hours.
On the other side, when I get into my town for morning clean-up at 7am, Europe is well past its lunchtime, and the East coast did morning rounds three hours ago. I'm taking a wild guess that my New York friends aren't going to be able to give me feds if they do morning rounds. My town is teeming with feds at that time. Im still in bed.
Geography matters. Unfortunately, the posts in the add-me threads don't mention it. They tell me how awesome their town is and what level they're on, and that they visit every day, but NONE of that is useful once we start playing. I have no idea where they are.
Maybe you already realize all this and if so, sorry for rambling on.

This. Realize that each town can only hold 20 feds. That's 7 neighbor visits.
If a town is full of feds, it's not that hard to move your finger two inches to tap random buildings. While it's convenient that feds make neighbor visits last 1 second each (after the town loads), I don't get too upset if I have to spend an additional 2 seconds to tap on buildings. It's only inconvenient if there's nothing to tap on.
Very easy to fill up if you sleep or have a job that makes it tough to check in constantly.
People work, go to school, sleep and have social activities. I'm sure they are doing their best to clear their towns, but when you have 100 neighbours it is more than likely that at some point a good chunk of those people are going to visit when a town is full of feds. If you can't drop feds, tap presents/buildings. You will benefit still if you haven't reached your daily quota. The only party that loses out on the potential presents is your neighbour (and I'm sure they won't take it personally when they realize their town is full and tapping was the only option).

I might make a habit of only dropping one agent per town and then moving on. I have full neighbors, so I can get all the presents by doing one action per town, and maybe a few more people will be able to leave feds.
I usually visit neighbors at night before I go to sleep. At least half of my neighbors towns were full since most were probably sleeping. Instead of tapping gifts I will just take a quick run through my list again tomorrow before work. I was able to collect my daily limit of gifts anyway. Using feds is much quicker than tapping buildings imo.

I don't understand why you would unfriend since you get the same payout from feds as from tapping buildings. It's your neighbors that benefit from feds.
I'm not convinced that the fed limit is working well.
I just visited my main town (emaren) with my second town (emaren2) and it would not let me drop any more feds.
So I went back to my main town and there were zero feds visible. The town is huge, but after a good few minutes of searching there were none. I needed to collect a lot of things though, so I collected presents first, then handshakes and suddenly I started to see Feds appearing.
As I cleared handshakes, the Feds appeared and I was able to zap them, I mean tap them.
My theory is that I had actually reached some limit, wether that is number of objects that are moving or need collecting etc, or related to some other count, but it was almost one-for-one, collect a handshake, tap a fed.....

maybe I'm not understanding 100%, I thought regardless if you tap a building or send a fed the tapper gets the same amount of presents, but the tappee only gets presents from feds, so why send only 1?

This. You can tap buildings, I'm sure you're trying to be nice and send everyone Feds, but unfriending seems like a bit much.
Easy to see how that can happen even in a short amount of time between visits.
It's not that your neighbors aren't playing or even checking their towns frequently.
Quite often now that most people have feds my town crawls with them every time I log in
Like others said just tap buildings instead, if someones town is full and you tap buildings it just means THEY miss out on presents not you
