As far as I can tell, the second part of the event starts in aprox 5 days.
I think the first part ends in 33 days (unless I am being confused by all the sub menus).
Can some one verify, or tell me if I am wrong?

There's nothing in game to indicate when phase one ends, I'm being super pessimistic and assuming that phase one ends when phase two starts (so 4 days and a little under 12 hours here). I wish that the game was more specific because my pessimism is based on the manner in which Halloween was run but there's nothing in game to verify this assumption. I'm at 3000 rods after 12 hours of being able to collect rods so hopefully as I improve the tower, my earnings will increase.

Honestly after checking LPNs awesome walkthrough I think we may be looking at a gating system for the prizes rather then a strict timer because each issue is heavily focused around the final prize from the one before it.

I am just tapping like crazy. If we are lucky each phase will continue until the event ends. But just in case you should aim to get the prizes by the time the phase ends.

The issue I have is that I don't know how the transition from rods (phase one) to pies (phase 2) is going to happen in that I don't know if we'll be able to earn rods and pies (and whatever the phase 3 currency is) simultaneously. Right now, I'm on track to finish phase one before phase two starts and I'd highly doubt that EA would let me keep up that pace (because there's bonus donut boxes post final prize of phase one and EA tends to limit those). Basically though, you need to clear the criminals in your own town as frequently as you can and be/have awesome neighbors.
It appears to me that each new Issue focuses on the final prize character from the previous Issue. For example, Clownface is the final prize for Issue 1, and then it looks like he's the main character in Issue 2. So it seems like you need to get the final prize from the previous Issue in order to start the next Issue. So I don't think there will be a cut-off to get it, apart from the actual end of the event, obviously. I also think it makes sense that Issues 1, 2, and 3 will end in 32 days, at which time Issue 4 will begin. It's obviously different from the other 3 since you can't see the name or shape of the prizes.

Better still, just delete the game. I know many of my neighbors has stopped playing months ago. Wish I could do the same.
