  I have something similar, sort of an industrial zone with subsidized housing for the nuclear plant workers. Starts off with a bar zone, then the homeless shelter with re-purposed high-rise housing for the homeless, then the worker's housing area, then the swampy area with Nelson's house, Cletus' Farm, and the Guinea Pig Rescue Center. All placed right next to the nuclear plant, with a special source of power from those thinking they can ride the escalator straight to the top!
