it was from a level update or mini event, it was part of a quest, maybe thanksgiving 2014? I believe, and they just left it in. I hear if you say LPN three times he'll appear and explain.

I tried this, but instead it involved Cookies, Ice Cream and Chocolate Sauce! I may have done it wrong. :-)
