I think you're right...EA should implement a policy that if customers paid d'nuts for something that is later free, they should get a refund. And, to make all things equal, that if customers got something for free that then later costs d'nuts, we should then be charged d'nuts for them.
If that makes out account go negative (i.e. You have 30 nuts, and the railyard then costs 110, you are at -80 d'nuts), as in you "owe" doughnuts, then you would be "in debt" to the TSTO General store and have to send your characters there to "work off" the debt for just short of eternity...
