What Changed With the Valentine's Day 2016 Update? (Update: 2/12 patch 2)

That's Sir Putts-a-Lott, They are referring to the bear we got last valentines day

Edit: according to the wiki it costs 20 donuts this year, and since its not in my store I presume its unique

No bonus was added to Sir Loves-A-Lot. It now only seems to say a broken "I love you" while it used to have two phrases.

I'm stuck on Quest 4 of the Valentine's day update. I haven't unlocked Grampa? Level 21, had a look about and says I have to unlock Penitentiary first, no chance I'm going to finish this
