The cdn dollar is approximately 1.33 but it fluctuates and they can't update the price every day

The prices in the states have stayed the same. It's only being adjusted to your local currency. Some states have laws against this type of pricing and exception for tax on digital goods. In Canada we don't, so it's completely permissable for Apple/Google etc to charge like this. Your problem is actually with the lawmakers in Canada...
My answer to your question is yes, the price has me thinking twice about what I purchase (and I don't have any exchange rate to blame this on either).
I have spent hundreds of dollars on this game, and while I am not complaining, or regretting my purchases, I have started to be a bit more discerning on what I buy. When I have plenty of donuts (like after a stale donut sale), I might buy things I would pass on at other times, however, since there was no stale donut sale this year, I have not been as flush with donuts, so I have been choosing more carefully. I mean I still have not even pulled the trigger on the vegas wives...

I understand the fluctuating dollar and I also understand there is nothing I can do to change that (unfortunately) but I mean if you need to increase the price to match profits then at least give us greater value? Higher price of donuts (real money) for lower price of premium items (fake money)... I mean there must be fewer people purchasing donuts. Wouldn't that affect their profit too?
They don't control exchange rates, but I think that indexing the price to whatever it costs in the US is a little fishy. Canadians aren't making 40% more because the Loonie is worthless. EA is going to lose business this way.
ETA. Raising prices during a recession doesn't make sense economically. I don't think there's going to be a market of second hand Canadian donuts making it to the US anytime soon.
After getting charged CAN $ 15.80 for my last donuts to get Bart's Casino, I think I am going to become a freemium player. This is ridiculous!

I'm not so sure. US retailers historically are very quick to increase prices citing currency rate changes, but scarcely ever drop their prices when the loo is increases. I would be very shocked if donut prices ever went down for us. And that's so unfair because we are the donut capital of the world (highest donut consumption per capita)!!!
To answer the OP, I don't buy donuts but it certainly would make me rethink my spending practices if I did.

Whatever "store" you get your donuts through probably automatically adjusts the pricing on all apps and in-app purchases. Complain to them.
Exactly, EA is based in the U.S. and therefore only has the ability to set its price in U.S. dollars. App vendors are then free to adjust as necessary for foreign currency. Of course, it generally takes longer to adjust the price back down, but that's another story.
