There is a bad glitch going on. It's happening to a lot of people. Mine is just starting to work better now, so hopefully they will have it cleared up soon.

I only refreshed twenty times, but here I am again lol I don't know what's going on, but I'm not even appearing on two of my real life friends neighbor lists either. They appear in mine, but I'm missing on theirs. Maybe that's a reason you couldn't message me, I don't know, lol. I'm probably missing from all of my neighbors list. That's why I came here in the first place. , but I was getting that error lol. Hopefully this gets worked out.
I came here to post about the same thing. I suddenly couldn't access the forums on my IPad, starting yesterday sometime. I just got that same message. I just tried on my pc and it's fine. Just glad it's them and not me.
Its an issue across nearly if not all EA forums, the problem is being looked into and should be fixed soon, just gotta play the waiting game for the moment.
