I'm seeing about half of the people I'm adding don't have the updated game, but can still some how deliver valentines. Is this a bug or are they just not updating?

Hey all iv done the update yesterday but every time I try to visit my neighbours it's just keeps saying there all running an older version but they all they say they have recently logged on so I don't no whats happening anybody else having this problem where they can't get on the neighbours let me no please thanks
