  He looked in the file and found nothing, well he found a few bits but he said sone of it had been kept hidden. I imagine it's because they don't like it being revealed. The Phantom EA mod lurks here

  I don't know how they'd pull of a monorail... but that would be awesome.

  Monorail would be easy. Need open space to do it so you can lay the likely free tracks.. Prolly would need a quest for the monorail station unlocking the train and possibly Langley. Lyle Langley..
