Because she doesn't. The most slots I've seen open at one time is three, but mostly I only get two (you know, except for that 12 hour period I got none). I already have more characters that can fight than open slots, so she's not helping with the event at all in that way.
And she doesn't even earn a premium rate! The only reason I picked up the skin (I already had the character) is because it was advertised for helping with the event but it very literally does NOTHING to help me get ahead. I absolutely would not have picked up the skin had I known this before hand.
You've got someone there making some really bad decisions EA and you better look at some serious damage control sooner than later.

Also at some point it looks like you can have multiple people fighting the same monster, I'd imagine she'd come in handy then
That being said, 2 monsters spawn every 4 hours (even when you are not on your device) and you can have a max of 10 monsters at a time (20 hours of inactivity) so she might help a bit if you get 6 overnight...but otherwise, she's not much help.
I do agree with you about her earning rate though, she should earn an extra 50% like premiums usually do
On the bright side, you at least got a decent deal - basically both a discount on her full price and the skin for free. They usually do do a good job on those types of discounts.
But for those of us that have her, we got a kind of cool swamp that's underwhelming in size, doesn't seem to have any bonuses (not that the multipliers matter as much any more) and doesn't even give a payout.
So I spent an additional 110 donuts (on top of having bought her for full price already) and I'm not even getting a premium rate on her battles (wangs chung that after 12 hours of no battles, they only gave me two new monsters. I'd probably be slightly less peeved had I got 6 after all that down time).

so even though I already paid loads of donuts to buy Cat Woman, she is not useful to the event unless i pay another 110 donuts to buy a skin
so they're making premium characters even more premium...she'd be the most expensive character in the game now?

Though I do agree with @chrisgyo about paying more money for skin if you already had her. I didn't have her so I'm happy, but if I did have her, I'd be upset too. The least they could have done was add a multiplier to the swamp.

Yes, but it was originally 180 before this event. They reduced the price to 150 and gave a 40 donut rebate.

So you get a swamp bonus for upgrading her lol
otherwise we have little incentive to buy premium characters, may as well just wait till events to see if they're cheaper
